Because the schools are copying the olden day clothes kids wore to school. In the olden days: Girls: Shirt and skirt Boys: Shirt and shorts/pants People suggest skirts are for girls because its more girly and pretty(I like pants better). People with a straight out mind think it fits more. And uniforms are uncomfortable.
