I don't used smear frames but at least I know how to

I would suggest you make the frames where the smear takes place at the fastest speed, and instead of duplicating the arm, I would literally smear the shape(as in the name, SMEAR frame). That last one is optional, but the first one is a must :) If it is already at full speed then I would minimize the amount of frames to make it appear faster.
