Tachietay is a group of people who make normal humans into mutants, super humans, or straight up monsters for war. People could give other people to the group to get money, and so they got many people to experiment, and just torture. After they have been changed, they would be sent off to war, or they would get put into monster or mutant wars to be changed. Catt shut down the main facility, and her intent was to free everyone. Little did she know they had several smaller facilities they were using as well.
