its always the girls that have to do something and the boys are never inlove first where are the ones with the boys that are so inlove with the girl but the girl is super oblivious and hes dumb and pathetic for her because that would be a good romance anime

It's so great. There's definitely a romance element but it focuses on character interaction rather than character kissing.
And they actually have decent dialogue, not random remarks about tig bitties
