Since FlipAnim is available to pretty much anyone from any region, it's only natural FlipVille is the exact same. You can be all the way in Korea, but still somehow end in the same place as someone from the US would. It's weird to explain, since magic can't really be explained... but yeah. It's not in any specific region.
