For outline:
1. Open a new layer
2.copy the layer you want the outline with.
3.using the bucket tool, make it the color of the outline.
4.spam the buckect tool until it is as big as needed.
For shading:
1. Make a red that is very dark
2.make the red transparent
3. Shade
