So like, the year is 1985, and technology advanced alot quicker than it did in our world. City's are covered head to toe in technology like: small coffee machines that will get you any beverage you ask it for (like that 1 scp), stores selling tiny boxes that will turn into any tire you want it to(all you have to do is add water! ), And lastly...Cheap gas!!!!. Though the world is so advanced, it's hard to get a job. And with jobs so difficult to get, the poor people are flooding the streets!! So my fake U.S president, Chris rat, created a plan that he called: The Quick learner plan. The plan was simple: Take poor people from off the streets, put them into a isolated city, make them into someone who's actually useful, "let them go continue living there lives and being happy". Of course, the plan was a lot more worse.

Chris ratt used the isolated city (which is called the Innertube) to run test and experiments on the people who would end up there, using them to create monsters that'd listen to everything thing he said. The monsters that were deemed strong would be used as military weapons, the slightly strong ones went to protecting the Innertube and assisting law enforcement with more secretive cases, and the weak ones were used for more experiments.

This operation was kept super quiet, but some people soon found out the truth. Only 2 groups exist that are fighting against Chris ratt and his trash plan: outertube and AI dogs. AI dogs: this group isn't super serious, but gets the job done. They focus more on showing the public what's on the Innertube, and other corrupt things Chris ratt has done. Outertube: these guys mean business. Their missions are as dangerous than going up to the president and smacking him in the face Till he passes out! The outertube groups missions are so dangerous that they be in their awesome tactical gear 24/7. Not much is known about group currently...
