We should be able to block someone by ourselfs
Then If they start to attack you from another account, IP blocked then

LinkLevel 1- Block
Level 2- Blocked with 2 day suspension
Level 3- Blocked with 4-7 day suspension
Level 4- IP Blocked, Banned.
