Well there’s a paper layer for animations and a layer for a background in the new editor and that’s where I animate
There’s two buttons, one is a picture of paper and a green arrow going up, the other is paper and a red arrow going down. The first is to copy frames if they repeat and the second is to copy that frame onto the frame you are on.
Personally more frames is better for me even if it’s just a little touch, but it makes it smoother, let’s say a tail wag, the more frames you put of the tail moving in the direction it’s going, the smoother then you use those buttons to go back in the other direction to save drawing more and do the same to the other direction.
The button at the top with two pieces of paper is really handy, it duplicates the frame you’re on to save you trying to draw the same thing on the next frame.
If you use the old editor to animate I can’t help you with that because I only use the new editor.
