It takes a lot of time to make art like that so also probably 30 but your art is pleasing to the eyes and genuinely cute
Depends honestly. What kind of art will you be selling? Fully finished illustrations, full-body, waist, or bust shots with/without a background? Around how long will it take to make each of those things? I'd say a good place to start is 10-30 dollars for any of those and then put the price up as you please as time goes on depending on supply and demand and such. Let me know if you want to know anything else.

Also, I don't know where I should do my commissions. I don't want to use social media sites because it's a toxic environment. Are there any alternatives to that?
You could always start in person or even here if you feel more comfortable that way. In-person, payment would be much easier because of cash, you wouldn't have to use venmo or Paypal for example. It's honestly really hard to say any website that would allow you to do commissions without SM. I only ever really see them on Instagram and Twitter and that's about it.
Email is also a great option. You can make a new one just for commissions and announce it here.

You should use the half and half method or tell them to pay entirely first. The half and half is, they pay half of the money before you start, you do the drawing and then they pay the rest. Once you see that you get the payment, you send the art.
$30 is the average for a sketch
$35 for black and white
and $60 for full color
and your art is well above average, so you deserve a better rate than that
$30 for a head shot
$45-70 Head shot with a regular
environment background (depending on complexity of character)
$50-75 for a Head shot with a CGI environment background (depending on complexity of character)
$45 for a Full body
$60-80 for a Full body with a regular background (depending on complexity of character)
$65-85 for a Full Body with a CGI environment background (depending on complexity of character)
this is the rate i use! (minus the CGI stuff.) it's a little bit above average, but it's far from stingy, and people commission me all the time!
but don't let yourself get scammed into drawing anything for less than $30
