the definition of wet is covered or saturated with water or another liquid. so water could be covered with something that isn't water like oil would it then be considered wet? and check this out https://www.youtube.com/watch?v=VQZIwGmAgYI it is possible to get water on top of water with vibrations, so if there were to be a lot of those water droplets on the surface of water, would the water be considered wet?

HERE'S MY ANSWER IF you put water on water you are just ADDING to it. Like a video I watched said IF you see a tiny little layer of water on top of the water then yes the water is wet. BUT that doesn't happen. Water is on ice. The ice is wet. There's my answer to my own question.
