heaven is atlantis and hell is davey jone's locker there will be a sort of seven deadly sins group yk lucifer, beelzebub, asmodeous, etc they're embodiement of the sins themselves they dont rule over the layer (Like asmodeous and Minos coexist in the layer of lust that will exist within davey jone's locker

also if anybody wants there will be sideplots with humans and people who are pirates who wants to join my scurvy crew send a ref... the subplot is that we die in a shipwreck and end up in davey jone's locker I promise it's more detailed and interesting than that.
