This is Nikolas Vanberg, he's the owner of a casino located directly in Hell called "Devil's Lucky Play". It's kind of like purgatory, millions of lost lives come here to gamble for their souls to see if they could have one more chance at life. If they lose (which they always do...) they'll be stuck in Hell and work for Nikolas, the reason people lose is because Nikolas always uses his "lucky" dice. Meaning that he controls what number the dice land on, he lets his players get close but make them lose all once the game is close to finishing. He was a gambler in the living world, he was known for winning every game but one night he was caught cheating. He was murdered in his home by the casino's owner the night after he was banned from the casino.
