I use references and others to make up your own combined with those references or characters that have already been used. Or i just start to draw to find a good animatic form for a character/
Idk man sometimes they just come to me spontaneously I get inspired by pretty much everything, I could look at an avocado and think of a character based off of it just like that
Personally I like to listen to music that suits a character I would like to come up with. For example, let’s say I need a bad guy for the main character to fight, i’ll Listen to music that would suit the character so I would listen to rock if it’s like an edgy character, ir dubstep if it’s a techno type character
I forgot to mention this, this post is mainly for people who want to make cartoon shows
oh well if your talking about it in that sense I get inspired by other characters and stuff and use references and I like putting lil easter eggs sometimes
I look at personality traits and see how it could make them fit in the story and with the other characters and try and come up with how the character would develop later on as the story progresses by looking at how other characters developed or seeing people irl including myself
Make shitty head shapes
Make shitty anatomy
Repeat for hours a day trying to get a good design
Boom.
Get ideas I like from my favorite shows or I just see something that will most likely represent them
Ex. I have a character named rose who is a rebellious princess with a huge axe that fights monster; I use princess peachs gemstone in her outfit but not exactly like it, ruby rose sycthe gun as my inspiration for her weapon(which is why it's big and it can also shoot drills), she also has a cape to make people question if she's a hero or a princess.
I put so much thought into each individual first before moving onto the next and I can't just randomly make a character and go. Which is why I don't have that many ocs :p.

2. Decide on a predominant personality trait
3. Regard them as a real person. Why are they like this? Why do they look that way? How would they react in different situations?
4. Redesign as seen fit
